I suspect you get the silver token even if you supect the wrong person but maybe have to fight much more. If you don't get all clues but accuse the correct person, you get the silver token. You need to get all clues (and probably accuse the correct person) to get the gold token. If you don't alt+f4 to restart at failure to gamble/steal I don't know how to get it done either.
